As an “attempt to aid Area  Committees and architects in the comprehensive planning of technical education programs in South Carolina,” the State Committee for Technical Education published a master manual in September, 1967.  

Topics covered included long-range planning, curriculum and program development, fiscal planning, accreditation and standards, and  a range of other subjects.  Planning for campus and facilities specified design plans for both small and large centers, even detailing ceiling height requirements, furnishings, and types of flooring materials.  

The manual also encouraged new centers, almost all single structures at this time, to build with an eye to the future by considering “campus style facility layout with future growth planned.”  Even from the start, the planning for South Carolina’s technical colleges was detailed and progressive.
